They may be wireworms, the larval stage of "click beetles," /Limonius spp.,/
opportunistically feeding on undecomposed plant matter in your composter.
In any case, I wouldn't be too concerned as they are merely contributing to
the breakdown of the organic matter in your bin and aren't threatening
your garden proper. A compost bin is full of life forms, large and small,
all feeding on the banquet provided and in turn leaving you with fertile
compost. As long as you keep animal based materials out of the bin you
shouldn't have any serious pest problems.
