Hi Mary--If I were you, I'd try the cover crop.  I'm not sure if it's too
late there to plant or not, but clover does well in cooler climates, so why
don't you give it a try?  The seeds are cheap, and if they only grow a few
inches, you still have all that that you can turn under in the spring.  The
roots on clover are the best part, anyway.  I usually use red clover, but I
think any kind would work.

If you don't want to plant a cover crop, then I'd mulch the bed with
whatever you have handy--leaves, grass clippings, tree branches,
cornstalks, even shredded newspaper or cardboard, etc.  By the spring, lots
of this stuff will have turned to mush, and you can then dig it in.
