If you let the runners go, the plants will spend much of their energy
developing those runners.  If you clip back some of the runners in the
spring, the plant will expend more energy into fruiting.  Clip the runners
near the crown of the originating plant but be careful not to damage the
crown.  Allowing a few runners to root in the areas you select will
propagate new plants for following years and allow the strawberry patch to
renew itself.
