Yes, it does look like a metal-flake or glitter flakes. It is quite different from the diamond dusting because the standards and falls have a lot of it scattered around. It looks more integrated with the petal. The flakes almost seem to lay on the surface. The R&I doesn't mention anything other than gold edge.
