This particular person seems to be a slightly irrational type who is vindictive and likes to sow discontent and cause trouble.  He has a long history with the city and a long history of causing problems and getting away with it.  Also a very smart individual, who manages to get away with a lot by leaving little evidence.  Sneaky too.  Also has an attitude that his emloyer "owes him", and forgets that he was hired to do a job.  It's a difficult situation, and with most any private business wouldn't be a problem, but it takes a lot of documentation and a lot of proof to get rid of a person like this in this city bureauocracy, especially since his been working for the city for 10 years.
