I am probably not the one to answer this but they were mailed using the bulk mail permit from Oregon. I received mine about 10 days ago. The local post office (or the regional post offices more likely) decide when to move their stash of bulk mail. There seems to be no logical explanation and I have tried to understand this issue.
 
I mail 'The Siberian Iris'  issues using the same type of permit ... some arrive within 2 weeks while others take over 6 weeks. Case in point this fall: one subscriber received his copy a full 2 or 3 weeks before others in Missouri.
 
Perhaps the SIGNA officers will give some leeway in the deadline for orders?
 
Ellen (I agree with using the mailing permit since it is paid for and should be used.....)
