I apply the 10 foot rule in a nursery where there are masses of hostas
or heucheras.

It can be helpful for breeders, too. The 10 foot rule helps us step
back and look at the whole plant instead of getting in close and just
focussing on the flowers.

I don't think a plant need necessarily have flowers that look
different in order to be registered.

Behavioural differences are important too. For instance, scent,
particularly early/late/long bloom, disease-resistance, ability to
grow well in a marginal area. These qualities should be noted on the
registration form.
