Linda:
    I wouldn't call it a staggered but my brother in Oregon often freezes
out and feels like he has lost the season, but the plants have a survival
instinct or something and will regrow and try to complete their cycle.
Admittedly they do not reach optimal hieght or size but they still put on a
show.  His problems are with the dampness the freezes have, he constantly
combats rot.
    I wonder if the staggered grow you are witnessing is the plants
determination to survive.       Bill
