I think another part of the problem is that I never use a tripod, so
there's me shaking the camera, and the wind blowing the flowers around that

Yes, focus and resolution are both factors.  I was describing the effects
of differing resolutions when the focus IS correct.  That "just right"
photo has everything:  accurate focus, appropriate depth of field, AND the
correct resolution.  

If the foreground fills the frame and the focus is set on infinity, the
highest possible resolution can't fix  the fuzzy quality.

If the picture is in perfect focus and has the right depth of field, but
the resolution is too low -- same story.

Does this make more sense?
