He probably allows the pods to mature until they split, then dries the
seed until late November, when the weather 'usually' is cold for the
winter (usually doesn't seem to happen anymore).  After hard freezes
have killed tender vegetation.  This is how most folks in this area
plant them - I will check with him to make sure.

This is the first year I have soaked & chilled seeds.  At the rate they
are germinating (mostly not!) & damping off, I will probably go back to
planting in flats/pots this year.  & will just make sure to flood them
with water every day the garden hose isn't frozen, carry water from the
creek when the hose, but not the ground, is frozen, and provide some
kind of light shade for later in the germination season to make sure the
seed pots don't ever dry out.

Once again, wild swings in week to week temperature and rainfall while
seeds "should" be germinating seem to be causing problems here.  Yours
should do fine planted outdoors.
