It really depends on where the temperature is measured. There are
certain locations that are designated by the NWS where the records and
official temperature is recorded. The designated site may even change,
though rarely, and the new site may have a different microclimate from
the old site, so new records are set, and the average may move up or
down according to the difference. I use a little program called
weatherbug which has stations all over the place. All the stations are
supposed to be set up according to the rules, and the closest to my
location is about 1.5 miles away. (For my parent's location, the closest
station is about 15 miles away.) 

If you dig into the NWS site, you should be able to find at least one
station that is monitored by the NWS in nearly every town (or, at least,
nearly every town I could think of in several states. I do seem to
recall that even these show a history of sorts. It has been quite some
time since I found that area, and I have not been up there for about 2
years, so I cannot give you a direct link. Might be a project for the
next rainy day, when you cannot, or do not, wish to be in the garden.

I started keeping the high/low in a garden journal in mid  December.

showing 23R from my local weather people.   R=Record.  It's really the

I'd noticed, and reported, a discrepancy in the TV  station's high/low 
reporting.   One of my local weather guys sent  me a link to the
National weather 
records.  They have a two or three month  archive.   Something about the
margin 
of error getting higher as  more people handle the information.  <vbg>  
 
As you know, many things effect microcosms!  You're in a  valley?  of 
despair?  Where only petunias and marigolds grow without  weather
