I've not ordered from this garden so I have no personal basis to compare, but 
I would like more information.  

You ordered 1 iris and received 2 medium size rhizomes & two very small ones? 
 For the one ordered?  

OR . . . you ordered 4 irises and received 4 irises in the above sizes?  

A very good iris garden that I've ordered from always sends more than one of 
a specific cultivar if the one dug doesn't meet her personal standard for 
size.  (And she has nothing larger to send)  This is in place of 
disappointing a customer with an out of stock reply.

I would like to report that I've ordered from three gardens this year that 
were new to me and have received excellent rhizomes and service from all 
three.  

They are Superstition, Argyle & Lauer's Flowers.  Both Superstition & Argyle 
responded promptly (email) to questions & stock checks I had before the 
orders .  I didn't think to do a stock check with Lauer's.
