As I understand it, the method to get such a ballot change (i.e., regional awards in addition to/instead of national) would be if someone (or maybe a self-appointed committee) would get together a presentation to take to a board meeting, agree to be in charge of making the changes, get approval, then implement the changes.
It would be time consuming and a lot of work, and so far, nobody has offered to do it. Lots of complaints but nobody taking a leadership role to make it happen.
