Our local tip does this, and sells the compost back to the public. They 
have restrictions on what they will take (no noxious weeds) but it is 
still very much a policy which relies on honesty. Our garden centre does 
the same, but their mulch seems to produce far more weeds than the tip 
mulch which I have used for the last 2 years. It also breaks down 
quickly, even though it has shredded eucalypt branches in it. The local 
council uses this stuff for landscaping projects and mulching areas that 
they are revegetating.
I'm planning on ordering a truck load this week, so I can mulch the 
areas I'm weeding. The irises seem happy with this mulch.
