I suggest AIS appoint an official photographer, a Court Photographer, as it 
were, who would be responsible for taking pictures of new introductions, of 
which starts would be sent to his/her own garden at the time of introduction for 
the purpose of growing on to be photographed. This Court Photographer would 
have the authority to appoint and oversee the activities of a few, say three, 
associates, any of whom, should their growing conditions be deemed more 
suitable, might be the alternate recipient of the start as received from the 
hybridizer, and all of whom would also be on the lookout for opportunities to 
photograph new irises at national conventions, section conventions, and so forth. The 
payment for undertaking the duties as described to be the rhizomes received, 
the rights to the pictures to convey to AIS.

Now, this won't get you picutures of everything that is registered, but short 
of making inclusion of an image of some sort mandatory as an aspect of the 
registration process, you are not going to get them all anyway. The uniformity 
conferred upon the process as described would arise from the limited number of 
photographers involved, all of whom would be in communication and working 
toward a clearly defined goal using technology they deemed most appropriate to 
meet it.  This simplicity means the process is more likely to be successful. 

Some other ideas which have been proposed strike me as making the invasion of 
Normandy look like small potatoes, logistics-wise.
