    I see a few problems with this.  One rhizome from a slow-to-increase iris
may be deemed valuable ($50 for a new introduction), plus the cost of
phytosanitary certification, plus about $10 to mail anything these days, plus
the $10 registration fee, all add up to a lot for an iris enthusiast to
pay.....we are not all large commercial nurseries.  Sometimes tags get mixed
up.  Sometimes the flower will grow poorly under different weather/soil
conditions...I would hate to have someone else pick "the official
representative" picture of my flower.  I would rather the hybridizer supply a
photo.  The size of the photo and the flower could be standardized as passport
photos are, for uniformity.
