Robert, we have been simultaneously talking about 2 different and distinct projects. The first one is photos with AIS registrations. The other being an image archive compiled by the different sections and also be individuals. This second project is the one that I believe is your preference, and is what I will talk about in this letter.
The iris image archive project can be started immediately. Instant solicitation to the members of the iris photo group will yield a bonanza of iris images. A web site can be built so that the masses will have free access to. There are several ways to build this site. A nice and simple example is located at the Hosta Library at http://hostalibrary.org/. Each cultivar has its own page with pictures taken by different people. Some cultivars might only have one image, others would have several. Credit will be given to the person that submitted the photo. This way everyone knows where each photo came from. I even have a domain called TheIrisSite.com that I have not activated yet. There are also several other ways to display the images.
Building upon your idea, you would have designated people from each section act as the gathering point for the images. They would then be forwarded via CD or DVD to the person maintaining the site. Another approach is not to go through any of the societies, rather just request images and the site will grow. A site built upon the submission of individual iris lovers that is available for everyone to enjoy. Images can even be submitted by regular email directly to the site administrator.

I also have reservations about making these photo to tied to official registration. It makes it that much more difficult if AIS has to authenticate. I believe that each section is capable of doing a good job od creating and maintaining an archive and that laying any responsibility on AIS is a mistake. Both strategicaly and logisticly.
