   A lot of people feel as you do, Linda.  If there were about 2,000+ judges, and not
approximately 1,000 we have now, the ideal situation would be to have 
both  Exhibition and Garden judges.  In a region with few judges and 
shows usually being held on the same days (week-end of peak bloom),   
judges have to be imported from out of region where their peak season 
is a week or so later.   If the judges were broken up into two 
categories, you can see how difficult it would be to get show judges. 
Until there are more judges available, the separation of the two does 
not seem workable to me.  Maybe, in the future.

   If we could get more participation here on this subject, it might be useful 
information for those considering the change to have.

  Anyway this is a start and your and Neil's ideas have brought out 
valuable ideas about the subject.
