I have some memory of significant CL-type information being published in the Bulletin. One such, perhaps rather important, instance was a letter from Mary Tharp listing a large number of her registrations as obsolete, no longer extant. Therefore she was releasing the names. To my knowledge none of those releases were published in the decadal CL's.
