We have checked and our seeds have germinated with soil temperatures
ranging from 40 to 60 degrees. Yes, we do have a soil thermometer. We
plant the seeds in November or December in used plastic pots (bought for
.25 at local nursery).
We do not refrigerate or soak the seeds. From time of harvest until
potting, the seed sits in baby food jars on our back deck. 
We plant in 6 to 6 1/2 inch plastic pots that are 6-7 inches deep. We
fill them with all purpose planting soil (the least expensive) that you
buy by the bag. After planting the seed, we top the soil with very small
gravel (about 1/2" deep) and water the pots once. Then we set them
outdoors in a shaded area on an old table and turn it all over to mother
nature. The gravel prevents heaving.  We are getting excellent
germination useing this method. After the seedlings have sprouted and
are about 2-3 inches high we place the pots in a sunny area and water
frequently. We then try to plant them by the time they are 4-5" high. 
Depending on circumstances (grin) we usually try to get them into the
ground early. Last year due to our trip back east to the Median Odessey
and the Nationals (three weeks) we were very late getting our seedlings
into the ground.
They seem to have all survived. Sadly, there is little chance that any
will bloom this season. However, we missed most of our 2001 seedling
bloom last spring so we will still have plenty of new ones to see.
Incidently, we use this method of seed planting for both bearded and
beardless seed.
