I think clear notice should be given in the AIS Bulletin, then the Registrar
should be instructed not to perform this courtesy. And then the rules about
unintroduced irises not being eligible for awards should be enforced. People
who buy such things and try to show them as other than seedlings will be
disappointed and perhaps confused, but these effects must be attributed to
the hybridizer not following through. A hybridizer desirous of his/her irises
receiving all appropriate attention must act in accord with his/her
interests. It might be useful for AIS purposes for the Register to maintain
an informal record of non-introduced irises in commerce that he/she has come
across in the natural course of things.
I've never found common sense to be all it is cracked up to be and I don't
think the system needs additional looseness on this point, at least for
recent irises. There might have to be an amnesty for things before 2000 or
things from dead hybridizers since the beast may already be out of the
paddock and since there apparently has been an informal understanding on this
point, but thereafter applying the rules as written would appear to be one
viable solution.
