AIS:Delayed Registrations/Introductions

I think it was Chris H. who mentioned that we had discussed 'delayed
introductions' once before.

I searched the archives under 'delayed registrations' but did not
find an answer to my AIS awards question. FLIGHT OF BUTTERFLIES and
DRADY caught my attention as these two were mentioned in the context.
FOB, having been registered but never introduced, and D just being
out there in limbo...both having been advertised for sale. In one
post, it seemed to be agreed that these could win show awards, but
that is it. (Some show officials would put these two in the seedling
class, but I don't think I would because of their wide-spread
distrubtion and availability for sale).

Again, what is the AIS rule for delayed registrations/introductions
being eligible for an AIS award such as HM, etc? Is there a rule or
does the registrar decide? Guess I'll just have to take pen in hand
and write Keith!
