This is not in the handbook (or it would have been answered earlier),
but here is my understanding.

First of all, an iris that has been registered and introduced (in either
order) is always eligible for HM until/unless it wins one. The only
question is when/whether it gets listed on the ballot. Admittedly, an
unlisted iris has little practical chance, but it is eligible.

An iris has a window of three years being listed on the ballot, starting
the second or third year (depending on class) after introduction. If it
has been registered, it will be listed. If it is registered during the
3-year window, it will be listed for the duration of the window. If it
is registered after the window has elapsed, it will not be listed at
all.
