I'm not sure how many years elapsed between the founding of AIS and its
taking over that task. I will check through the early minutes and
presidents' messages to see if I can find out.

Seems reasonable, since the huge growth of US hybridizers has been since
then.

Jeff,
Here I was misunderstood. My comments were excessively terse, thinking
that the context was clear (always iffy in threads that spread out over
days).
I was responding to Anner, who had said:
Is there not, or was there not at one time, also some requirement
that
Introduction had to occur in the USA for foreign irises?
She was responding to Lloyd's statement:
<< Dear Anner: Chiming in. For introduction, the hybridizer of
introducer must
send a copy of the catalogue newly listing the cultivar, OR advertize
it in
the Bulletin. Either of these proves that that cultivar has been
introduced >>
We were talking about requirements on the process of introduction for an
iris to be eligible to be judged in a show.
We hadn't even got to the overlapping and (at least now) tighter
requirements for garden awards. Thank you for the example of how AIS has
changed in that regard.
Gerry
