Dividing rebloomers


Greetings!
My name's Nina - I'm relatively new to this list and generally a lurker, but 
something Linda M said made me curious...

If rebloomers are sensitive to when in their cycle they're divided, what 
would be the best time to do this?  I've got several that should rebloom 
(according to the catalogs, at least) but have only had sporadic success.  
All of them have been moved at least once and some several times, but it 
never occurred to me that timing might be a factor.  What would be an optimal 
situation for them in zone 5b?
