     Unusual... I can't imagine having very many bugs when it's so cold,
ususually they don't survive.  But here's a couple of ideas.   Get a hand
pump spray bottle... they come in various sizes.   You wouldn't be using
much volume of water, which should keep you from making a mud mess, and, the
pressure spray should assist in knocking them off.  And if your objective
was to knock them off (assuming they'll die on the ground), you could also
use one of those portable garage air pressure tanks (if you have access to a
full size air compresser).   I have one that holds enough pressure to fill a
couple of car tires.  You can get a variety of nozzles, and one that sprays
high pressure air will remove a lot of things from a lot of objects.
