I can't tell you exactly what the idea was behind those gardens... But

The reason I know this, is he's my father :)
As far as climate goes for that city, Colorado Springs is at 6000 feet
in altitude, and very dry. It's been one of the places of choice for people
who have asthma and other breathing problems, since there is very little
humidity in the area. The location also goes thru the four seasons, though
the winter isn't really that harsh.
