Sometimes the internet is strange and will not let you access a page without
any reason. Sometimes may be due to traffic on the net, or even weather at
either end. Sometimes is due to your ISP. As long as someone can get
through, you can be sure that you'll be able to do it eventually too - just
keep trying.
