	So sorry, but yes, those stalks, as you describe them
are doomed.  When judging is done it is on the
complete stalk: buds, blooms, branches, leaves, etc. 
It is perfectly acceptable (and advisable) to remove
spent blooms, (unless showing seedlings) being careful
to remove the ovary and not to tear the spathe. 
However, if a branch no longer has a bud left you have
a problem.  There must be a bud left at each point to
be judged.  Removing a branch, except where it is
covered by a leaf at the joint is also a no-no.  To
begin with when you remove that branch you ruin the
"branching" and balance of the stalk.  If you subtract
points for missing buds, branching not typical for the
variety, and then anything else that might be wrong
you quickly fall out of the ribbons.  As a general
rule, we mark this type of stalk as "FOR DISPLAY ONLY"
and place it on a separate table for visitors to
enjoy.
	I hope that next year's season and show are better
