Vince sez: This is NOT in the Judge's Handbook. I can't
find anything that says that there has to be more unopened
buds left for it to be judged.

Vince sez: There are some very good reasons for not
having stalks for display only, the most important (in this
area) being to ensure that there are at least five people
entered to make it a judged show. There were three shows I
was at this year where it looked like it was going to be
close...
