As Greg has already said, it varies from state to state.
I have been commercial in Texas and in Mississippi.
In Texas the cost of the nursery permit varies according to the size
devoted to cultivation and to the volume of sales. The acreage under
cultivation is measured by the state inspector. Sales tax must be
charged for in-state sales. Most inspectors do not know what they
are inspecting.
In Mississippi, the cost of the nursery permit is $0. Sales tax is
not charged. Again, the inspector knows nothing about irises. He
looks to see if there is insect damage or if there are signs of
disease. Mississippi is primarily an agricultural state and wants to
encourage back-yard gardeners, and that is why it is lenient on the
small scale operation. I am sure if I opened up a branch of
Schreiner's or Cooley's, the laws are different.
Very few postal clerks are concerned by the boxes, though one did ask
me if I was shipping bees!
Anybody remember going to the post office and hearing the 'cheep-
cheep' of baby chickens?
