In California, (and perhaps other states) the license fee is set at the
county level. Some places in CA it is only $15.00.

The real point is, call your local Ag office and see what they say. You
also need to find out if their inspection process meets the criteria of
other states (esp CA which is very stringent) if you want to be able to
ship there.
