Hi Sterling: Long time no see!!!
When I lived back in N.J. I was surrounded by neighbors with a grand total
of 7 cats who delighted in using my sandy garden as their own personal
litter box. I was as perplexed as you as to how to keep them out of the
beds. Suddenly I had a stroke of inspiration. I went to friends who grew
roses and got all their pruned canes in the fall. I spread these around the
garden and low and behold the cats found another litter box. It would seem
that they did not want to put their bottoms down only to get jabbed by a
rose thorn. Lining the canes between the rows of seedlings should make for a
very fine deterrent.
