At least here in California it could be attributed to the fact that 80% of
new housing developments (last 20-30 years) are condos or apartments, and
95% of the remainder are homes built on 5,000 square foot lots.  What good
is a garden club if you can't have a garden?  The kids aren't growing up
with yards, just Nintendos, so they don't even understand what they are
missing.  I looked for 6 months to find a house I could afford on a 15,000
square foot lot, and it needed terracing.  Now, 5 years later, my yard is
almost "finished" and the house prices in our neighborhood have increased to
where I would not have been able to afford this one.

John Reeds, in sunny southern California,
where the population keeps increasing,
and the land doesn't,
so they keep breaking it into smaller and smaller pieces,
even if it requires all new construction
to violate setback requirements
in the building code.
