Now thats GREAT! I don't see any reason you couldn't start in your own region. 
No need to wait on the AIS if you are interested in a regional popularity 
poll, say one that includes all types of cultivars and is all or part 
write-in. In fact, as a volunteer, I'll bet you will get support as well. I 
don't know about your region, but if you were in my region I would certainly 
support your effort by posting the results on our regions web pages. And I 
know the folks would be interested in the results.

And please don't assume anyone is threatened by new ideas. Or resistant to 
change. Those are just platitudes. Disagreement is often just a plain and 
honest belief that the current procedure is prefferrable to the proposed 
changes. For example, the point folks have made about the national symposium 
being representative of iris that grow widely is one that supports this.

PS. Sorry but I deleted your full quote. In spite of some of the hate mail I 
have received privately, I don't think I am over-sensitive, but I think if 
you want to have people really listen to your point of view, it is important 
to make an effort to say it as nicely as possible and avoid personal 
attacks... IMHO.
