If the leaves haven't been trimmed back to about 4", it might help to do that as well.

I have one batch of clones brought into the garden in mid-April that are just now starting to show good growth. 

I live in the heart of psuedacorus country (The things run wild along the Little Spokane River.) and have a small collection of 6 or 7 varieties now, if you count hybrids.

Psueds are a bit slow on the takeoff but once they get roots down, will icrease fairly well. "Rampant" only applies to the amount of increase you'll see once they've established themselves as a colony.
