This was done (don't know if it still is) to prevent the introduction of
certain parasites into Australia. Certain ethnic groups used to try and
bring in salami, which contained something (can't remember the name of
the parasite). Sometimes it was smuggled in, and an outbreak of this
particular human parasite occurred along the course of newly built power
lines where the new immigrants were working. Like you, they did not have
adequate toilet facilities. This is a case where consuming the goods
before you get caught can unfortunately defeat the purpose of the
inspection.
Road blocks and customs inspections are in place for good reasons. It is
unfortunate when people try and 'beat' them.
As far as Sterlings comment re poppies, a certain Oriental poppy 'pops'
up from ancient seed occassionally, in Castlemaine gardens. It was
bought here by the Chinese during the gold rush, and the local hospital
gardener used to grow a lovely red border of it each year until asked
politely by the police, to remove it.
