I believe location, climate and time of blooming season. In the San
Francisco East Bay Area, in a normal year, the SDB's will bloom on a very
short stem, later stems on the same plant bloom a little taller and the
last stems the tallest but still within the 16" limitation for SDBs. In our
El Nino year, my SDB's bloomed late and with the excess water they received
they bloomed very well and most all were of the medium to tall heights
within their range.-FRT.
