OT-Fuchsias

If any of you good iris people know about
cultural recommendations for growing fuchsias could you please advise me.
I have two that are hanging baskets and
although they once were prolific bloomers they are not doing well at all. They
have been faithfully watered and are on an east facing exposure for morning only
sun ... there are now few flowers and yellowing foliage.
Help...
Perhaps it is the acidity that they lack as
I found the following cultural notes.

Zone: 9 - 11
This is a shrub version of the more common fuchsia plant. Grown for its elegant flowers which are long, narrow tubes of red, pink or white surrounded by a 'skirt' of petals. This garden selection will form a large, arching shrub. Likes some shelter and part shade and prefers a rich, moist soil.
