Flower stalks

Due to recent storms, the flowers have all fallen over. I can thank the lord
above that the heavy rains came after most of the blooms were on their way
out. I am unsure as to what to do next. It seems to me that most of you say
cut the stalks, but I have also read where someone had cut the stalks and
than the rhizomes have rotted out.
What are the feelings out there, should I cut the stalks and if I do how far
down should I cut? Thanks
