Yep, Dennis.  Looks like Cheetos to me!  Really, I think they are 
some form of stink-horn fungus which indicates that your soil has 
lots of organic material and is damp.  It probably came in with some 
mulch.  Since fungi live on decaying organic material, they aren't 
going to harm anything but if you want to get rid of it, dig under 
the fruiting bodies to get the white web-like mycelium out, too.
