I dunno Rich, but I think planting the spurias with the TB might not be the
best combo.  For me, spurias go completely dormant in the summer, so the
browning and drying off may be normal.  However, I do not water them.  They
are entirely dependent on whatever rainfall occurs.  I tend to also not
water the TBs, but they do get some limited amount of additional water.  For
that reason, I don't mix them.  Another reason for not mixing them is the
size difference of the foliage.  My spurias, though taking a long time to
establish, grow much taller than the TBs.  I'm assuming they can be left in
place undisturbed for a much longer period of time than with the TBs.

I do think that if you don't water the TB too often, the spurias (and the
TB)  will do okay.  Here they begin growing again in the fall.  At that
time, I begin to give them water.  My understanding of the spurias is that
they are able to withstand water if it is given consistantly.  Under your
conditions I would think they will normally receive more than mine would.
Others with conditions more similar to yours may be able to give you better
information.  At this point, it sounds like what you are seeing is normal
dormancy occurring in the spurias.  Some cultivars are more prone to
dormancy than others, but all mine have gone dormant in the summer months
after bloom.  Some just are a lot slower getting there than others are.  If
it is normal dormancy and they don't get excess water, then I think this
fall you'll see them pop back up and grow again.
