My experiencs is a little different (here in CA zone 8/9 and in northern CA)
Spurias like most beardless are generally transplanted during a time of
active root growth. Generally the fall. In colder climes probably a
little earlier. When we bring them home we put them in a container of
water until white roots start growing. They must remain wet or damp
until they are established in the ground 4-6 weeks so watering is important.
Most spurias can go dormant during the summer, although there are
evergreen varieties. It is important to withhold water if they go
dormant otherwise they are susceptable to rot.
However most will stay happily green and growing thru the summer if you
keep them watered (don't skimp)
