Christopher, I am in zone 4, too, the southern part of it I guess, and I prefer to plant no later than the 3rd week in July, earlier if I can do it. I used to dig/divide/replant as soon as possible after bloom season was over, and I found that even better in terms of getting things well-rooted before winter. Only with beardless like Siberians or spuria would I want to plant into August/September.
