Chuck, I had a misunderstanding of the word "check".  I both read and wrote it meaning stop or prevent.  Bloomout has been a big problem for me here in hot southern Arizona.  I could make quite a list of irises I have lost or am in danger of losing to it.  There are a half dozen in my guest garden that are in serious danger.  I am nowhere near figuring out the cause or the prevention.

  The best way would be to check ratio between flower stalks and green
  fans. This ideally should be 50%. That is as many blooming as
  nonblooming fans. When more then 75% of fans are bloomstalks then the
  plant is at risk of bloomout or of perhaps never increasing.
