CULT: Bed Restoration Queries??


I have an iris bed with a bad history of leaf spot and bacterial leaf 
spot. It suffered this spring. I also added a new raised bed. Rather 
than order more iris which is what I what had intended to do; I think 
the smartest move I can make is to strip the bed of its' iris and let 
it lie fallow for a year. It also has a very bad infestation of moss. 
The average PH of the yard is 7.3.

I'll strip the bed of all the flowers. Lay down extra topsoil to 
raise the slope of the bed and to raise it that much above bed rock. 
It abuts the vegetable garden and slopes to the north a good 9". I'll 
amend the soil with promix and peat. Having done the above, I want to 
lay down a plastic barrier. 

Currently, I have black plastic covering the new fallow bed. It has 
been on for a week. I checked the temp the other day and it was at 
137 degrees under the plastic. 

What is better, clear plastic or black plastic? I did notice gass 
sprigs under the black plastic. I also killed some grass by leaving 
clear plastic on the lawn near the these beds. In my mind dead lawn 
says go with clear. Can I add something to destroy the moss? Lord 
knows I've tried everything else.

Please let me know if you see faults in my plan and any and all  
suggestions are very welcome. Thanks in advance.
