I've never had a balloon on a bee pod.  They've always contained seeds.
There aren't many bee pods here, though.  I had four this year - a bumper
crop compared to the usual none.  I consider them gifts from nature and
plant them.  I can always use more compost for my poor soil.  I have had
balloons on deliberate crosses.  They have always been on OGB- or OB- type
arilbreds.  Usually, though, I will have one or two seeds along with chaff.
The seeds often don't germinate so they may be seeds that look good but
aren't viable.  I really haven't seen too many empty balloons and I've never
seen one without at least some chaff in them.
