I am in Northern Michigan, so I can relate to your winter problem!  Our winter came on last winter without any snow cover, so I lost much of my bloom also.  In fact, my whole raised bed is without bloom this year, and the clumps have great foliage.  How cold does it normally get in the winter for Nova Scotia?
 
What kind of iris are you growing primarily?  I have Tall Beardeds, and they take the winter somewhat harshly.  I think they also need time to adjust to our colder climates, in some cases.
 
I hope this helps.  I don't think that it is the nature of iris to be unreliable.  An established clump (2 or 3 years old) should bloom yearly.  In the case of a bad winter, hopefully they'll bloom next year!
