We are taught in Judges' Training that 7 buds is the minimum desirable
number in a modern TB. Quite a few cultivars have 8 or 9 buds per stalk and
some have 11, or rarely, even more. I wonder if you were referring to
individual buds in your posting, or perhaps to branches, which may be
multi-budded? This is how the bud counts that I am referring to are
achieved on stalks with a terminal, spur, and two or three branches, which
is typical in the newer cultivars.
