Art, it is VERY common to have iris with too many or too few petals. 
This is especially true with horned and flounced iris.  It is VERY
unlikely the pattern will be consistent.  It is not impossible though,
ie. FULL HOUSE had five sets of petals, FLAT RATE has six falls
consistently and no standards, and others.
In my breeding work, I consider "broken flowers" as we call them to be a
fault that must be observed before introduction.  If your cultivar
should retain this condition two or more years in succession with ALL
flowers, it deserves more consideration.
